About Islamic Relief worldwide Afghanistan:

Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Description:

The Assistant Procurement Officer will oversee procurement activities of the IRA. He/She will help to establish and maintain updated data base for vendors, inventory of all aspects/belongings and procurement procedures in compliance with IRA procurements rules and regulations and ensure that all procurement activities follow these regulations. this role will be within the procurement department and is responsible for the execution of project procurements processes and systems across IR Afghanistan. This role will interface mostly with Country Office based operations and staff to ensure uninterrupted support to program team in effective and efficient way.

Duties & Responsibilities

Technical Level

  • To provide regular updates on any bill payment.
  • To perform well in receipt of all POs in the system.
  • To maintain a good filing system.
  • To assist in collecting quotations from market
  • To prepare the payment documents of all bills on a timely manner
  • To assist in issuing requests for quotes for small procurement to local vendors and initiate procurement action.
  • To ensure all contracts of the procurement unit are up to date.
  • To maintain receipt of GRNs/SRNs for purchases.
  • To assist in preparing price analyses for the purchases.
  • To assist in monitoring/tracking and expediting procurement activities and delivery status of goods/services.
  • To work and coordinate with field staff members and help/respond to their requests.
  • To prepare request for payment of all bills.
  • To ensure that all vendors all screened on time.
  • To assist in Liquidating and making amendments to the Purchase Orders, after checking all payment statuses of the Purchase Orders and discussion/consultations with the Buyers and account holders.
  • To perform other related duties as assigned.
  • Provision of support to the organization of the procurement process, including preparation of RFQs, RFPs, and receipt of quotations, bids, or proposals.

Value Added Skills

  • Complete Knowledge of Standard Procurement Processes for different threshold
  • Good Knowledge and experience in using ERP system
  • Very good in MS Office (especially in MS Excel & PowerPoint)

Qualification:

Bachelor Degree in the relevant field.

Experience:

1-2 Years of experience in Procurement

Computer Skills:

MS Office, Outlook, ERP systems familiarity

Language:

English and local languages
