Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.
ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.
ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.
Job Overview:
The District Coordinator will help to implement and monitor ACDO Education Project at all districts in Laghman province. The aim of ACDO’s District Coordinator is to enable vulnerable, displaced, returnee and host communities’ children and youth to have access to quality education in a protective environment.
Education in Emergencies (EiE) including Community Based Education (CBE) is the main component of our Education project in Laghman province. Furthermore, ACDO is working to enroll out of school children (OOSC) to the CBCs, to support vulnerable children in public/government schools and to strengthen their capacity to host displaced, returnee and host community out of school children to have access to safe and protected basic education.
Job Description:
- Lead and supervise the provincial education team in delivering community-based education interventions in Laghman province.
- Undertake active role on quality implementation of education activities including Community Based Education (CBE), School Improvement Plan (SIP), and Education First Phase Response (EFPR).
- Take active role in community mobilizations/community sensitizations to increase community participation in project implementation through engaging them in activities and interventions.
- Ensure all required teaching and learning materials (TLMs) are provided and available in CBE classes and/or relevant public schools.
- Facilitate hand over process of CBE classes to hub schools and ensure that all required documents are provided according to the CBE policy.
- Collaborate, set and review monthly targets and weekly work plans for project staff to ensure that the detail implementation plan is delivered and achieved on time within assigned scope and budget.
- Design and participate in field-based needs assessments and gap analysis including risk and vulnerability and students mapping assessment.
- Establish and strengthen meaningful working relationship with project stakeholders such as donors, UN agencies, Education Cluster, government departments on provincial and districts level including PED, DEDs and schools, peer organizations working for affected population, and community members.
- Ensure that the program is appropriately staffed with the diverse experienced backgrounds and ensure that work plans, objectives, development goals and clear lines of communication and reporting are updated.
- Support the Executive Team in provision of field assessment reports and developing the project concept notes, proposals and strategic and programmatic documents.
- Provide strong leadership, vision and direction to provincial/district level project staff to ensure the delivery of program targets.
- Ensure effective monitoring and performance management are in place for achieving prior agreed program activity targets.
- Lead the preparation, review and regular revision of the detailed implementation plan, taking into account agreed milestones, log-frame and budget.
- Capacity building of district level staff on technical implementation of education in emergencies (EiE) or other Education program related components.
- Provide support to Education Department on recruitments, contracts, payments of teachers, and other community-based education staff.
- Ensure the effective and donor-compliant management of the project budget through close collaboration with finance, supply chain and relevant departments.
- Ensure that key project documentation is archived at provincial and field level, and field staff is aware of what needs to be kept and recorded.
- Ensure the internal controls in the fields of finance, supply chain, community-based staff recruitment, selection of children is satisfactory and that fraud, corruption, nepotism and diversion is minimized
- Any other related task as assigned by Education Officer, Program Manager and/or Senior Management Team (SMT).
Job Requirements:
Qualifications:
- Minimum Bachelor’s degree in Education or Management.
- Master degree with 5 years of relevant experience, or Bachelor degree with 7 years of relevant experience.
- Experience in the relevant or similar position in humanitarian projects is required.
Skills:
- Ability to cope well under pressure, work irregular hours and meet tight deadlines
- Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures
- Strong leadership, people management, report writing and communication skills
- Deadline-oriented, critical thinking and problem solving skills
- Experience in capacity building and training of staff
- Experience in needs assessment, project monitoring and evaluation, and program development
- Good knowledge and experience in Afghanistan education system/context, education in emergencies (EiE), and child protection (CP)
- Experience in coordination with government authorities, communities, donors and beneficiaries
Language skills:
- Fluent oral and written skills in English, Pashto and Dari
