Job Summary
Position About your organization:
United Nations Office on Drugs and Crime (UNODC) within the framework of Country Programme for Afghanistan and through its project on “Illicit Crop Monitoring (AFGF98)” has been implementing the annual Afghanistan opium survey that provides its national and international stakeholders information on opium cultivation, production, poppy eradication verification and drugs prices in Afghanistan. In recent years, the use and production of synthetic drugs such as methamphetamine and Tablet-K has also been increasingly reported in different assessments and in demands for treatment of drug use disorders. Although information on illicit crop monitoring is regularly published through annual reports, information on the extent of drug use measured through different methods and surveys is limited and outdated.
Considering the above and the changing circumstances in Afghanistan, UNODC Country Office for Afghanistan is implementing a comprehensive and robust survey on drug use that could provide the evidence base to stakeholders to design and implement interventions for the prevention of substance use, and treatment of drug use disorders and prevention and treatment of health consequences of drug use including HIV and other comorbidities.
About Job:
The purpose of this assignment is to support the AFGF98 project to implement the “high risk drug use study” through data collection in 34 provinces of Afghanistan. The high-risk drug user is defined as “any person regularly using primarily opioids and amphetamines, for non-medical purposes, at least in the past 12 months as well as in the past 30 days and has experienced problems (health, law, family, etc.) due to his/her drug use.” The Field Survey Coordinator (FSC), under the general guidance of the UNODC Country Representative and under the immediate supervision of the AFGF98 Programme Officer, will facilitate and support the overall implementation of the study using the methodological approach proposed by the UNODC and collect data from high-risk drug users (respondents) in provinces within their assigned regions.
UNODC is looking to recruit seven coordinators who will be responsible for field activities in provinces within their assigned region that are classified as below:

• Mediate with external counterparts where necessary to ensure that filed surveyors are able to collect quality data in safe and secure environment;
• Oversee and review all aspects of fieldwork on daily basis and provide necessary guidance to surveyors within the assigned provinces;
• Identify safe locations for interviews with drug-users to ensure privacy and confidentiality of the respondents.
• Organize and facilitate the participation of relevant counterparts and experts in the field of drug use for the purpose of Focus Group Discussions (FGD) for the assigned provinces.
• Attend training on the survey objectives, methodology, fieldwork approaches and data collection tools (ODK and paper questionnaires);
• Prepare data collection schedules and plan the logistics essential for accurate and timely data collection including travel, accommodation;
• Facilitate Identification of respondents for a team of surveyors to administer individual questionnaires through interviews and collect required data through data collection tools (ODK);
• Ensure that determined number of interviews are completed within the assigned time;
• Ensure that questionnaires are thoroughly completed and meet the proposed quality standards;
• Maintain up-to-date records and status of progress to ensure consistency and completeness of all survey questionnaires including overseeing incentive coupons for respondents;
• Ensure that the completed questionnaires are appropriately submitted to the online data server on daily basis;
• Provide regular report on findings related to the field situation including political, social as well as security;
• Prepare and submit the final survey report highlighting/summarizing all activities in the field and other major findings;
• Provide assistance in any other issues related to the implementation of the study.

Eastern Region: Kunar, Laghman, Nooristan, Nangarhar
North-Eastern Region: Baghlan, Badakhshan, Kunduz, Takhar
Job Requirements
Education:
• Bachelor’s degree in social sciences, health, psychology, or any other relevant field is an advantage;
Experience:
• 1 – 3 years of experience in surveys and data collection is required;
• Experience with government, UN organizations and donor agencies in Afghanistan is an advantage.
• Strong knowledge of work and interaction with high-risk drug users and risk behaviors including HIV/AIDS, people who inject drugs (PWID) and other risk population and marginalized groups is required.
• Good contextual knowledge of local issues, organizational relationships, social and cultural constraints and realities, and environmental conditions.
• Knowledge in using CAPI data collection tolls. Strong preference for prior experience in ODK application.
• Working experience in MS Word and Excel;
• Strong organizational, interpersonal and communication skills;
Language Requirement:
• Strong knowledge in written and spoken English and excellent knowledge of national languages (Pashto and Dari) are required. Translation of document to local languages will be added asset.
