Mission and objectives

In Afghanistan, UN Women works in four thematic areas i.e., Governance and Participation, Ending Violence Against Women, Women Economic Empowerment, and Women Peace and Security (WPS). On Women Peace and Security, UN Women is catalysing the UN system and supporting Afghanistan to deliver on the women, peace and security agenda and enhanced capacities and opportunities for gender equality advocates to participate in peace processes at all levels. UN Women ACO assists the Government of Afghanistan to implement their commitments on women, peace and security and more women and civil society organizations and those actors with gender equality agendas, influence peace, and security processes. UN Women’s priority outcomes for WPS in Afghanistan are the following: (i) supporting an enabling environment for the implementation of WPS commitments; (ii) ensuring that women are represented and meaningfully participate in all peace and security, peacebuilding and recovery processes, including formal and informal peace negotiations processes; and (iii) supporting gender-responsive security sector and justice reforms. Under the overall guidance from the Country Representative and Deputy Representative, the WPS Analyst will report directly to the Head of WPS Thematic Area and will support engagement with civil society, as well as with government counterparts and support coordinating, and monitoring of UN Women interventions implemented through civil society organizations and selected government institutions.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Afghanistan is one of the world’s most complex emergencies and the world’s largest humanitarian crisis. Afghan people are grappling with the impact of conflict, poverty, economic decline, and natural disasters. In this context, Afghan women and girls face unique vulnerabilities and require urgent support as gender inequality is interwoven with conflict dynamics and humanitarian needs. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women remains fully committed to supporting Afghan women and girls and to putting them at the centre of the global response to the crisis in Afghanistan. UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic, and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace, and Security. Under the supervision of the of the Partnerships and Resource Mobilization Specialist, Partnerships Coordination Officer (Senior Expert) will provide technical support to the development and coordination of UN Women’s strategic partnerships and relationships, identify and implement partnerships initiatives, coordinate the development of new programme proposals across programme teams and support the development of knowledge products for strengthening donors’ engagement and visibility.

Task description

1. Provide coordination support to expand and strengthen UN Women’s partnerships with donors in Afghanistan. • Provide substantive technical inputs to develop new partnerships, maintain existing partnerships, and to position the Country Office with potential donors. • Facilitate partner and donor engagements through different working groups with a particular focus on supporting Afghanistan Donors Coordination Group and the Strategic Thematic Group on Gender and Human Rights, in line with the overall partnerships’ engagement strategy. • Coordinate relationships with key partners/donors; provide technical inputs to inform efforts to develop new and innovative partnerships. • Populate, update, and maintain UN Women internal systems and tools such as (DAMS/ DocuSign) for the monitoring of partner-specific Framework Arrangements, and Cost Sharing Agreement, ensure data and documentation are uploaded; and timely action on extension/closure of agreements are taken. 2. Support resource mobilization initiatives • Provide substantive technical and coordination support in the drafting and review of partner- specific Framework Arrangements and Cost Sharing Agreements. • In close collaboration with the Programme Units, provide technical and coordination support to the development of project proposals in line with UN Women’s overall programming approach and strategy in Afghanistan. • Populate, update, and maintain UN Women internal systems and tools for the monitoring of resource mobilization opportunities & funding availability (LEADS/ QUANTUM) and timely action on extension/closure of agreements are taken. 3. Contribute to knowledge building and sharing and support advocacy efforts • Support the development of knowledge products and mechanisms to effectively position UN Women in the country (Such as donor profiles and donor recognition sheets; dashboards, infographics…etc) • Provide strategic and technical support in the preparation of donors’ engagement missions, and other consultations with donors and partners, including the preparation of notes, briefs, and other materials; ensure overall coordination of such missions and consultations

Required experience

As this is an International UN Volunteer assignment, the UN Women will provide accommodation in UNOCA Compound or equivalent with monthly charge in total US$300/month. The UNV can settle the amount directly with Finance Unit.
