ABOUT WFP

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month-on-month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

A. CBT response

  • Proactively support CBT activities for all CO interventions.
  • Coordinate through field offices and relevant functional units to track, guide, review and ensure rapid     support and problem solving for CBT related activities.
  • Maintain regular communication with CBT field teams to communicate programme and operational changes in rations, implementation timelines and other operational matters.
  • Coordinate and provide necessary information to CBT team and other units where and as required, including SCOPE application, roll out and reconciliation.
  • Coordinate with other WFP units at CO and area/sub-office levels to implement and support rapid CBT response activities in case of sudden onset shocks.
  • Participate in CBT activities performance tracking to ensure implementation rates on the ground and quick resolution of operational problems.
  • Participate in communication to field offices on activity implementation targets, areas, timelines, and priorities, in coordination with CBT lead.

B. Programmatic Responsibilities

  • Contribute to the development of the distribution plan at Country office level.
  • Contribute to the development of high-quality operational guidelines, trainings and SOPs for field teams implementing CBT activities.
  • Support FSP allocation
  • Follow up on CBT risk register update risk matrix as required.
  • Ensure compliance of field offices of corporate guidelines for CBT: modality selection, distribution and reconciliation

KEY ACCOUNTABILITIES II

C. Monitoring and Evaluation

  • Collaborate with other units on project monitoring & evaluation to ensure effective monitoring and tracking of activities and integration of results and learning into future programming.
  • Participate in assessment, monitoring, training, and other related missions to the field.

D. Resources Management

  • Day to day monitoring, in coordination with relevant focal points, of pipeline and implementation, including clearing of charge codes, and highlighting any concerns with fund consumption.
  • Coordinate, as requested, with relevant units on resource allocation, monitoring and tracking.

E. FSP Performance 

  • Follow-up on FSP performance and compliance issues in coordination with CBT team and other relevant units to identify key operational and financial risks and escalate for resolution.
  • Maintain FSP performance tracking and work closely with CBT lead to achieve resolution and built capacity strengthening.
  • Collaborate with WFP CO CBT unit to provide capacity building and training to CPs and TPMs related to emergency response activities.

STANDARD MINIMUM QUALIFICATIONS\

 

Education:

  • Master’s or bachelor degree in any discipline related to humanitarian aid, emergency preparedness, management, Engineering, environmental sciences, climate change or other relevant field.

Experience:

  • At least three (3) years of postgraduate professional experience in the area of humanitarian and resilience building programmes, preferably including both food and CBT modalities, and engagement with and/or capacity building and training of counterparts in relevant areas.
  • Proven experience and ability to provide high quality inputs for project documents.
  • Experience with monitoring, programme tracking and funding mechanisms, WFP and the United Nations system will be an asset.
  • Good understanding of the humanitarian and/or development context in Afghanistan.
  • Ability to plan own workload and meet set deadlines.
  • Ability to coordinate across multiple stakeholders and communicate effectively at all levels.
  • Good written and spoken English and fluency in Dari and Pashto.
  • Proficiency in Windows and MS Office (Word, Excel, PowerPoint, Outlook).

Language:

  • Fluency (Level C) in both oral and written communication in English, Dari and/or Pashto
